Foreword,
for the Citizens, City and Surrounding World …

Over the years people succeeded through work and research, often acting brutally, without taking into account the consequences of those actions. Science, which has enabled us to discover the wonders of the world we live in, has not taught us how to treasure them. We made ourselves masters of nature and have passed on this legacy, from one generation to the next.

Are we aware of this legacy? How many times does it cross our mind that one day forests could be gone? That the plants we take for granted might not exist for the enjoyment of our grandchildren will no longer be able to play outside and the families will no longer be able to enjoy weekend picnics.

Development has a price we all must pay. Sometimes the price is bigger that we can pay. It is time to look around and say that we care about our neighbourhoods, communities and the natural beauty surrounding our city. It's time to say that Baia Mare is our City. Why don't we turn it into an oasis of prosperity, cleanliness and safety? IT IS WITHIN OUR POWER!

Thus at the end of the 2000 year, the Baia Mare Municipality started to implement a new project called Local Agenda 21, which is a framework that gives us the possibility to imagine how our communitty will look like in the future.
The idea of Local Agenda 21 came up at the United Nations Coference on Environment and Development (the Earth Summit) held in Rio de Janeiro in 1992.
The Rio Conference acheved consensus in more than one area: first, it secured a set of agreements between governments which marks a significant advance in international cooperation on development and environment issues.
Second, it marshalled political commitment to these arrangements at the highest level and placed the issue of sustainable development at the heart of the international agenda.
Third, it opened new paths for communication and cooperation between official and non-official organisations working towards developmental and environmental goals.
Fourth, it led to an enormous increase in public awareness of the issues that were tackled in the process - an awareness that ought to facilitate the adoption of policies and the allocation of additional resources to fulfil the task.

We do believe that each generation has its own chalenges. The today generation has a responsibility to create a sustainable society. We must to assure that the next generations will enjoy the minimum requests for a healthy life. To be able to achieve this historical task we have realized this document, "The Strategy for Sustainable Development of Baia Mare City", and through the production of it, the community of Baia Mare has become an important link of a global movement that promotes sustainable development.

Baia Mare is undoubtedly a very dinamic city, still expanding and changing. One of the distinguishing features of the Baia Mare community is its manifest ability to take on new initiatives and its readiness to respond to changing situations. In drawing together a local strategy we will offer opportunities for people to do their bit, take action and have a say - working across all sectors to create a better more sustainable future.

We will have to re-visit the strategy regularly and amended it to suit the ever-changing situation. This document is a community response and provides real opportunity to identify and adopt sustainable development practices.

As a conclusion, we invite you to imagine a jigsaw puzzle. Every community member holds a piece of the puzzle. Take care not to loose it; it's important for designing the future picture of our city. When all the pieces will be put in their right place, even you will be surprised by what a wonderful picture you have made. Together will make Baia Mare the city wanted by all of us!
